The United States healthcare system is impacted by external forces of financial, socioeconomic, political and consumer preferences and it is shaped through health policy regulations. Direct impacts can be noted in the delivery of care. However, for the United State government to provide a better health care system to its citizens, it should consider the five aspects of health care which include; cost, population health, quality and equity which are the pillars of healthcare. (Berwick and Hackbarth, 1514)Moreover, the pillars of the health care system are the key stakeholders in health care. Therefore, this paper is a design of a healthcare system of the United States.

Coverage and Benefits

The United States national health insurance shall cover services such as outpatient, hospital care, spa treatments, drugs prescriptions, cash benefits, vision, and dental care. The disadvantage groups of people and the higher risk populations such as the miners, agricultural workers, and the state government shall ensure that their health insurance is stabilized and more affordable (Berwick and Hackbarth, 1514). For the retirees and those who are unemployed will definitely be covered by their state insurance funds automatically based on their occupation groups. The choice of an insurance plan is not available when it comes to standardized benefits. The United States federal government should introduce competition and market forces in a social setting maintaining the commitment to the country’s solidarity.


The public healthcare expenditure shall be analyzed to ensure the equitable allocation of funds to health facilities in the country. A public voluntary health insurance will be established to account for the financial spending on healthcare (Baker et al., 1596). The federal government shall ensure that federal income tax is allocated to health facilities and for health coverage for the disadvantaged people.  Tax on tobacco and alcohol shall be increased to raise funds for healthcare provisions. Moreover, state subsidies, social security contributions, and taxes on the pharmaceutical industry shall be allocated to the United States healthcare system.

Health Care Organization

The United States has three levels of government; state, local and federal governments. The federal government is mandated to provide funds and indirectly support the states as well as the health professionals, minimizing the cost of primary care provisions via medical benefits schemes as well as pharmaceutical benefits schemes and provision of state funds to finance the services (Mossialos et al.,631 ). In essence, the administrative healthcare providers establish an environment responding to the community’s healthcare requirements and also act as a mediator between the patient and insurance providers in order to make payments for the medical bills. Moreover, health care providers participate in evaluating diseases and injuries. Additional, health care providers are mandated in to ensure delivery of necessary treatment via various venues.

The role of consumers

Consumers have a number of roles to play under the healthcare system in order to enhance quality. The consumers have to be informed selectors of health care. The consumers should play a role in choosing high-quality health care in health facilities motivates health care providers to ensure that they provide quality healthcare services (Shmueli, et al., 865). Moreover, the partnership between the consumer and the health providers to ensure that health is maintained which therefore help in producing health (Shmueli, et al., 866). Consumers as well play a role of evaluating healthcare especially when they are providers of information regarding health care providers and also the system performance in their participation in the definition of the quality parameters.

Role of the Insurance companies

The insurance companies play the role of acting as partners of value-based healthcare providers. They assist health providers in changing their operating model. Also, insurance companies assist health providers to be more effective by assisting them in the navigation during a tricky financial transition (Sarwar, et al.,  868). Insurance companies provide options for affordable and efficient health care. They also have the responsibility of covering the cost of wellness and prevention-oriented health care (Sarwar, et al., 869 ). Insurance companies also provide convenience and customized services to health care consumers to save them the complicated healthcare process.


The biggest criticism that my opponents against this health care system will be based on the coordination between the state, local and the federal government in ensuring that this health care system is effective. The opponents will argue that in this health care system, it lacks a strategic structure that enhances the coordination of healthcare activities in these different levels of government. In response to this criticism, each level of government has been allocated its own responsibility and duties to accomplish. The three levels of government do not necessarily need a structure, initiative or a program to bring them together to collaborate in order to ensure an effective health care system is achieved.  Every government has to simply play the role they are mandated to play so as to avoid confusion and create an order which will eventually facilitate the attainment of an effective health care system.


When compared with the existing health care system such as Obamacare, this health care system is more advantageous because it focuses on the allocation of equitable funds from the various levels of government. This healthcare system has laid its emphasis on the efficiency and use of funds for health care. Therefore, this system is more advantageous than the existing Obamacare since it will ensure efficient use of resources that are accountable for thus making it facilitating the health care system to be effective and successful. Moreover, this health care system encourages the government to ensure that health insurance is provided to all United States citizens while considering subsidizing the cost of insurance coverage for the disadvantaged groups of people. This gives this health care system a competitive advantage over the existing Obamacare health system in the United States.
